As regards existing companies,

it seems undesirable to attempt to

bring them under such an Ordinance

without giving any consideration in return

but as regards the China Light and Power

Company, while I appreciate the view

expressed in paragraph 3 of your despatch.

under ack owledgment, I should have

considered that the fairly important

concession which has been made to this

Company, at the expense of the public

funds of the Colony, was sufficient

to justify a demand that in return, the

Company should pledge itself to remain

under British control.
